I dropped my phone and someone picked it up and they turned off location and deleted icloud from the phone, now what do I have to do to get my phone back?

That's unlikely as they would need to know your device passcode to get into the phone, and your Apple ID password to remove FindMy from your device. It's far more likely the phone was simply turned off. To use FindMy the device must have FindMy enabled, it must be powered, and it must be connected to a network.

No, they signed me out of icloud and turned off location on my device from my iphone but the site is only available when icloud and location are still on on my device.
Because I set the passwork as 4 numbers 1, they probably guessed it
If you set your passcode as 1 1 1 1, then it is entirely possible that whoever has your phone has complete access to it. You will never see that phone again.
