Can’t download iOS 17 even its already connected to wifi

Hi good evening , I cannot download or update my iPad Pro 4gen to new iOS 17 even its already connected to Wi-Fi, the download and intall are highlighted in grey, I’m using my personal hotspot. I already update my iPad to iOS 16.6 before, using my personal hotspot, I already try everything like resetting my network,iPad and even in my iPhone i try to reset all, go to palaces which is the network or connection are strong (still using my personal hotspot) but still the same.
