I just came to Canada and I want to change the country in iPhone settings. But unfortunately, I have $0.66 in my Apple account and I can't change the country. Please delete it from my account. Thank you

The best way to do this is to purchase something that is greater than your available balance ($0.66) and then pay the balance off to reach $0.00. This will be the fastest way.
