Does the IPhone X get supported by the software 17.0 and above? My software says it is up to date with 16.9. Am new to this and need help.

Only if there are features offered in future versions of iOS that you “must have”. In the meantime, your iPhone X will continue to work as it has in the past.

So to keep up and not have to change phones often what model would be the wises to get. I am a senior citizen and don’t have a lot of money to spend but my family wants me to have one for emergencies.

The least expensive iPhone at the moment is the iPhone SE. It was released in 2022, so it should have a further 3-4 years of updates (based on previous models).
The iPhone X is not compatible with iOS 17 or higher.

For iOS 17 (the most recent as of now) you would need an iPhone XS or newer. Of course, this will change when new versions of iOS are released next year.
