Phone stuck in verifying update

iOS 17 downloaded and prepares install, then just stuck on “verifying update” can’t access cellular without completing update. What do I do?

iPhone stuck on verifying update This morning got an error with cellular data that says “An update is required to use cellular on this iPhone”. So tried to update to iOS 16.5 (iPhone 12 Pro Max). Update downloaded fine but then gets stuck on verifying update for over an hour. Have reset using the up volume, down volume, power hold until Apple logo appears. Deleted the update from iPhone storage page in settings, redownloaded update and same thing happened. Is there any known fix for this? My iPhone is currently useless without cellular as I will be away from Wi-Fi the next few days. Any help is appreciated, thanks !
