Restoring saved wifi passwords onto new iphone

I recently replaced my iphone SE2 with an iphone 13, it's on ios17. I used Apple's data transfer tool to transfer data from my old phone - it made a temporary backup of some 30+gb, not just a regular icloud backup.

The new phone works fine and everything seems to have transferred over... except all the wifi passwords I had saved.

If I go onto my MacBookPro I can go into the network settings and see ALL the networks I had saved. But they are not coming up on my phone. Every article that discusses "how to share wifi passwords between devices" or any similar phrasing, tells you how to share passwords between devices while trying to connect to that specific network which is not realistic.

How do I restore the wifi credentials to my new phone, which are clearly in my icloud account somewhere?

Thanks in advance.
