This update requires a Wi-Fi network connection to download shows on my iPad when I connect it to my iPhone

I am unable to update my iPad Pro M1 using hotspot from my iPhone 15. It used to work flawlessly when using my android phone but not now. It doesn't show the option of install and download the update because it is not considering the personal hotspot of my iPhone as Wi-Fi network. That's the main issue.

Every thing works and fine like browsing internet watching videos on the YouTube chatting with anyone. This is all done on the personal hotspot that has been provided to me by my iPhone 15 but why is there discrepancy only during the update process of my iPad Pro M1?

There is no kind of network issue. My iPhone is having a 5G Sim and it's working well. The internet speed is also stable and very quick.
