No access to my iCloud settings

When I go under Settings, my name is not available to be clicked. It hasn’t been for a while. Even after updates I can’t click on it to upgrade my storage, payments, etc.

You have access to your Apple ID in settings restricted thru screen time. Use Screen Time on your iPhone, iPad, or iPod touch - Apple Support
