Yes. You will need to update the software to iOS 17, and then the Series 9 Apple Watch can be paired to the iPhone 13.

The current Apple Watch models work with iPhone XS, XR, 11, 12, 13, 14, 15 and the current SE models when they are upgraded to iOS 17.

As long as you have updated your iPhone 12 to iOS 17.2, it should pair fine with the Watch series 9.
