why I am being charged $1.07?

Apple.com digital services charging me $1.07, I see changes twice on September 17th and 26th. I dont know what this is.

Official Apple charges should be listed as “Apple.com/bill” on your statement, not as “Apple.com digital services”. (Unless your payment method allows for user-defined custom names, which is ill-advised to use.) If you see 'apple.com/bill' on your billing statement - Apple Support


Try finding a reference for the charge in your purchase history. All charges to your Apple ID account should be specified there. View your purchase history for the App Store, iTunes Store, and other Apple media services - Apple Support


Else consider if it might be an impostor trying out small amounts as a test, before trying larger amounts.

Have you been contacted about any tech service, which you didn’t initiate?

Recognize and avoid phishing messages, phony support calls, and other scams - Apple Support

Identify legitimate emails from the App Store or iTunes Store - Apple Support

Contact your bank or card issuer to block and reverse any unauthorized charges.
