Home app doesn't use Location

Hi -

On my iPhone 11, running iOs 17.0.1, my Home app is not using location services. This causes our home automation to trigger incorrectly (for example, "When the first person arrives home" events do not trigger when anyone arrives at the house but I am actually here, turning on all of the lights). The matter afflicts all member of my family and their devices.

I have checked all the usual subjects - Location Services is enabled, Home app is set to use Location Services "While Using", HomeKit is enabled under Location Services --> System Services.

Anyone encounter the same issue?
