How to find a lost Apple Pencil?

Did you ever find it?

Are you saying that if my Apple Pencil stays dead for a long time, it will never work again? Like you literally won’t be able to charge it up and use it again?? Seems like a massive design flaw.

... so, three things here:

1. Whether you like it or not, the only method to potentially recover your lost Apple Pencil, is to go looking for it.
2. As Rudegar has pointed out, if it is currently discharged for an extended period of time, the Pencil's battery may not be capable of being recharged, which would render it useless, even if you do eventually find it.
3. Apple will generally not refund you for Apple devices that you lose. The only potential means to get a replacement at a reduced cost would be if you have an active AppleCare+ plan on an associated Apple device, like your iPad.

would say after 6 months it would long run out of power, without power electronics lose all functionality

The issue is with rechargeable lithium-ion batteries, not just the ones used in the Apple Pencils. if left discharged or with very little charge over an extended period of time, those batteries lose their ability to be charged again ... either fully, or at all.
