What should I do? I have tried a few online tools to convert CHM files to PDF on Mac, but they either don't work or compromise the file quality. Now, I don't know how to efficiently convert these files so that I can access them on Mac.

Do you have a Windows virtual machine on your Mac? If yes, there are many free apps you can use in Windows as John suggested. It is really hard to convert chm to pdf on a Mac as chm is not natively supported.
To my knowledge and recollection CHM files are old Windows technology. See this recent Discussion: How to Open CHM files on Mac ? - Apple Community
This apparent renewed interest in exhuming such an ancient file format leads me to suspect there is more to the story. Where are you finding these files?
