Cannot Sync Contacts from ICloud to Iphone after IOS 17 update

My contacts lists on my iphone are empty, I can see them all in my ICLoud account but I cannot sync te data from the Icloud to Contacts on my iphone

Whatsapp and Messages now show a mix of numbers and contact names

I have to ask SIRI to call a person I cannot even call from an existing text message

I cannot send selected photos direct from my photos app via text or any

I cannot save any new contacts in whatsapp or Messages says "oops an error ocurred while saving this contact. Please try again later.
