There is no option called voicemail

I have a iPhone 13, and there is no option called voicemail and how to activate it and I’m using IOS 17

Your carrier / network provider does not seem to offer Visual Voice Mail. As suggested in your screen shot, either call your carrier's Voice Mail number directly to access your voice mail, or contact them to see if you can enable visual Voice mail on your service plan with them.
