I'm running Apple Music 4.3 which is supposed to feature full album animated art on my Android device. It's only showing the album art on 1/4 of the right-hand portion of the screen.

If your device is listed as supported for the Google Play store download of the Apple Music app at Apple Music - Apps on Google Play which references the feature you describe as not working:
"What's new
This update includes song credits, full-screen player with animated art, library enhancements, and other fixes and performance upgrades."
then contacting support would be the next step. That app page offers the following for app support options:
"App support
Support email
If you installed a version from a source other than the Google Play store, you may have modified software and may not operate as designed.
