I cannot back up my child's phone or find how to turn on iCloud backup. We have iCloud+ and it shows she has access but isn't using it. She/I cannot access "Apple ID, iCloud, Media and Purchases" in settings on her phone to turn it on. Help please :)

That is the incorrect way to turn on iCloud Backup.
Settings > [Apple ID] > iCloud > iCloud Backup is the correct way.
In Screen Time > Content & Privacy Restrictions you need to allow account changes to be able to get into the Apple ID.
I know how to turn on iCloud backup. This is for a child's phone with parental controls. We cannot click on the apple id. It is "dimmed" and will not allow us to open it. The "family" below let's us click on that, but I am unable to turn on backup from there, either. I am unable to do it from my phone, as well.
