went to settings/general/software update on iPhone X but it says up to date with 16.6.1; trie power cycle - save response

The iPhone X cannot run iOS 17. The oldest phones that can are the Xr and Xs.

IPad Pro will not show IOS 16, only shows IOS 15.7 as latest SW ? Does anyone know how to get the IOS 16 update onto an iPad Pro, tried resetting and power cycling but still only shows 15.7 as the latest update. iPhone 11 updated without any issues.
