Is this with the iPad running iPadOS 16 in your equipment line or another Apple device?

That isn’t a good sign.
Can you have a look at your logs, they can be found in: Settings > Privacy & Security > Analytics & Improvements > Analytics Data.
The following will likely be in the log titled with an app name than a process event log. If you do find any of these indicators, take a screenshot and post it in a reply, or copy and paste the log into the log attachment icon on the reply toolbar, it looks like a notepad and is next to the image upload button.
First, you are looking for an app log that has '.diskwrites' or '.wakeups' in the log name.
Next, open it up and you are looking in the header for the following, where the X's are will be a unique UUID number.

No, do not start looking in Analyticis. There is nothing there designed for end-user use. It's a rabbit hole that will make you needlessly paranoid and confused.
Instead, answer Allan Jones's questions. Another question. Does this happen on WiFi? Or cellular? Or both?
Also, you may want to try going to Settings>General>Transfer or Reset iPhone>Reset>Reset Network Settings.

Yeah, you should totally have a nosey in your logs. This is a regular occurrence for us. Here is one of my latest ones. And that time Zoom told me my Mac browser was too old and to update so I could use my computers video and microphone on the next meeting… (I was using Safari on my iPad).
I would have attached this screenshot using the image upload but the stealthy developer kids have blocked it in Safari.
