Can't add my kids debit card on Apple Wallet

My kids are over 13 years old, we live in Cyprus, but i cannot add there cards on their i-phone wallets. I press the "+" on the wallet and the following message appears "Cannot Add Card. Payment card are not supported for this account."

Problem with adding card to the wallet on 15y old child’s account. Hello, My son is 15, he’s got his own debit card and bank account, as this is normal in Poland, but he cannot add card to the wallet cause Apple is blocking that. How to unlock this functionality? Why this is still blocked if accounts already shows him older than 13 year old.

Adding Debit Card to Apple Wallet My daughter keeps getting "Payment Card not allowed on this account" when she tries to add her new debit card to Wallet. We have a Family Sharing account and wondering if this is the issue? Not sure why but what do i change to allow it?

What kind of cards are they, credit card, debit card or loyalty card?
