Can´t upload to iCloud folders or files made on my Mac

If I create on my Mac a new folder, or change its place in the structure of folders, or create a new file or change its location, this is not reflected in other devices. However, these operations are reflected on my Mac if I do them on my other devices.

This means my Mac is not uploading to update my files on iCloud but it will download changes in folders or files made on my other devices.

My Mac is a window to the work I do in my other devices but it will not tell iCloud of what I do in the Mac itself

My iCloud Drive is active.

I put all my user created folders and files directly into the default iCloud Drive folder in Finder's left pane. All files and folders are uploaded as expected, but if doing this initially the process may take hours ... several hours if you have a lot of data. Sometimes it's a good idea to wait overnight.

Even if only uploading changes and totally new files, the process does not take place instantaneously.
