I'm paying both $2.99/mo and 0.99¢/mo for iCloud+ after my upgrade from 50GB. How can I stop this?

I had 50 gig storage at .99 cents and ran short of storage and upgraded to 100 gig of storage for 2.99 and am paying both .99 cents and 2.99 for over a year. How can I stop this from happening in the future and is there a way to go about requesting a refund?
