I’m trying to update. The message says “preparing update”. How long should this step take?

I’m trying to update my iPhone 13 Pro to 16.6.1. It has meet wait through the 45 second count down. Now it says preparing update. But it never progresses past this point. Please advise.

iPhone 13 Pro, iOS 16

Give it at least 30 minutes. I believe for me it usually takes 20 to 30 minutes. I just updated 2 phones and 1 iPad to 16.6.1 and it only took about 10 minutes this time.
