If i opt out to sync photos on my mac book air, will it take the same amount of space as i have on iCloud on my macbook local disk? Thanks

If you use iCloud Photos, the system will store photos both on the iCloud servers and on each device that is using iCloud Photos with the same Apple ID. Though you can tell it that it is OK to store reduced-resolution local copies on the devices.
