Adobe Acrobat reader issue

I have been sent a password protected pdf file which requires adobe acrobat reader. When I downloaded it I get a message that safari cannot open the file because it is not a valid download file. I am running Mac OS 11.7.9 on a 2014 MacBook Air. I seem to remember that there could be a problem with adobe acrobat. Any pdf I get, I can always open with preview application
