I have 2 Apple ID’s. I set this iPad up with a different one from my phone to keep them separate. I recently wiped the iPad to clean up some issues. I signed in with my Apple ID and ran the backup. All apps seemed to be there but messaging did not work. I can’t figure out why.
In order for you iPad to be able to send and receive texts, it needs to be assigned the SAME AppleID as the iPhone. If they are on the same AppleID, then you need to go and turn it on for your phone to forward the messages with the iPad.
To do this, ON YOUR PHONE, go to Settings > Messages > Text Message Forwarding. Here you will see the list of available devices to forward the messages to. Make sure it is turned on, once you turn it on, you should start getting messages on your iPad as well when it is connected to WiFi, or if it is cellular enabled and has a plan then you’ll get them when it has cellular connectivity as well.
Your iPad is not a cellular telephone. It can send/receive iMessages, but not SMS or MMS messages.

However, for those folks using the same Apple ID on an iPhone as well as iPad, the iPad may use Handoff to access the iPhone's SMS/MMS messages.
An Apple ID is intended to be used uniquely by one individual. Similarly, using two different Apple IDs appears as two different folks.

Again, if "text messages" means SMS messages, an iPad cannot send or receive these without the assistance of an iPhone using the same Apple ID.

Well that doesn't help. The ipad was able to send and receive text messages before I wiped it.
