iPad 10th generation microphone doesn’t work with FaceTime or Voice Memo, but does work with Siri and camera.
Microphone works with Siri and camera but NOT with Voice Memo or FaceTime.

Let's follow the steps found in If the microphones on your iPad aren't working:
"If the microphone doesn't work in a specific app
- Go to Settings > Privacy > Microphone.
- Make sure that the app is enabled.
- If the app has permission to access your microphone, or if it isn't listed, contact the app developer.
If you still don't hear your voice clearly, contact Apple Support."
