icloud+ family sharing not working

I've been paying for icloud and sharing it with my family, but the others don't know how to access it. I have 2T and 1.71T available. How can my family access it? It does list my family members and gives the option of "Stop Sharing with Family." So I suppose I am sharing it already with them. Surely I didn't do something obvious, like inviting them. But I don't see where or how to do that now.
