We need apple pay in Egypt

Apple Pay will need to be supported by both local Egyptian banks and Egyptian government. Unfortunately, differences between each country’s banking regulations may currently not make Apple Pay possible.

I Need to use Apple Pay, i need to purchase some important apps but i can't , 2 years ago it was work, but now it declined why ?????????

If a charge is declined, that’s the bank that issued the card. Apple is not a bank. Apple does not approve or decline charges.
