Phone watch was originally paired to is no longer viable . Watch has quit working due to too many password attempts. The old phone was passed down to a family member who reset the phone to factory settings before the watch could be unpaired.

but there is no need if you are resetting anyway.
Sign into the apple ID account that the Watch was used with in https://icloud.com/find
Erase the Watch in that website, and then Remove the Watch from the Account in the same place.
