App Store is requiring a card for all apps download
Any time I go to download a free app it makes me put in a card on file this has never happened until recently

A valid payment method has always been required to be on your Apple account. Almost ALL free apps offer In-App Purchases. You don't have to ever buy anything, but you do have to put a valid payment method on your account if you want to download those apps.
