Account disabled?

My account has been disabled in the App Store and iTunes and won’t let me add a new payment method because of this. How do I fix it?

iPhone 6, iOS 10

There is something wrong with your account that cannot be fixed at your end. Please Contact - Official Apple Support to get further support on this issue
