I tried both of these options prior to reaching out. This has been going on for quite a while. Apple needs to give this a serious look.

As the issue is occurring within Safari, we'd first recommend checking for and removing disabling any extensions that may be installed as they could be contributing to the issue: Use Safari extensions on your Mac - Apple Support
"Uninstall or turn off extensions
Choose Safari > Settings (or Preferences), then click Extensions.
If that doesn't help, we'd recommend removing the card from Safari and adding it again. This article explains how: Autofill Credit card info in Safari on Mac

When you went to Safari Settings > Autofill, did you view your credit card info to make sure that the card was only listed once, and that the expiration date was correct? If not, select "Edit" to view.
If it looks as it should, then see if it's just one webpage which is autofilling incorrectly. It may be the website has its own method of storing your card info. Contact the website developer or company for help, if needed.
If you're not finding any reason why it's autofilling incorrectly, the next steep is to contact Apple Support, so they can look further.
