Purchased "Wicked Games" by Chris Isaak on Best of Chris Isaak album. I confirmed it's in my Purchase History. But when I go into iTunes Store, it doesn't show that I purchased it previously, so now I don't get credit for Complete my Album. Same error on iPhone iTunes app and on PC iTunes for Windows.

The "complete my album" offer will show up if the Store "knows" it is the same album from which the original track was purchased. If it is a remastered version, new deluxe edition, etc., the Store won't match it up.
If you are sure you are entitled to complete the album in your case of Chris Isaak, but the Store is not offering it, contact Apple Support at his link: Contact - Official Apple Support
