The private browsing tab is not on my iPad. How do i fix it?
some setting changed on my iPad that is linked to my phone and my sons iPad that i am not able to have private browsing. How do I correct it?

Unless your iPad is centrally managed by an Enterprise/Business or Educational establishment - and a restrictive policy has been applied - there are no settings to disable Private Browsing.
If you don’t see Private Browsing listed within the Safari sidebar, try a forced restart of your iPad - as this will often clear an isolated software issue:
Force restart iPad (models with Face ID or with Touch ID in the top button)
If your iPad doesn’t have the Home button, do the following:
Force restart iPad (models with the Home button)
Press and hold the top button and the Home button at the same time. When the Apple logo appears, release both buttons.
If the problem persists after performing the restart, it may be necessary to reset your iPad settings. While this reset will not cause any loss of data, as a precaution, it is always wise to ensure that you have a current iCloud or iTunes backup before performing the reset:

When you are happy to proceed, you can perform the reset from iPad settings:
Settings > General > Transfer or Reset iPad > Reset > Reset All Settings

To access Private Browsing in iPadOS15/16, it is necessary to first summon the Safari Sidebar using the button at upper left of the screen [1] - and from the menu tap the Private toggle button [2].
To return to regular browsing, tap the sidebar n Tabs button (highlighted here in blue), that appears above the Private button. Until re-enabled, Safari will remain in its normal browsing mode.
I do not have it there. My IPad is Ios16.6
