I was able to connect my iPhone pro max 14 with my laptop and android phones . But I have lost the hotspot function after I reset the network. I tried to get it back through setting then cellular then it shows me personal hotspot on the list of cellular data for cellular data but it doesn’t allow me to turn it on.

Did you change cellular providers or cell plans? If so, the new plan might not support personal hotspots. Check that Personal Hotspot is turned on in Settings > Personal Hotspot. If you can't find or turn on Personal Hotspot, check that your wireless carrier enabled it and that your wireless plan supports it.
