If i wanna use the function keys without holding the fn, now the solution is by changing the function keys setting in the system preferences.
Is there any shortcut to do the change of setting? like the windows NB do (by pressing fn+esc?)

You could create one, if you are handy with AppleScript. default write command if you can find the right plist. Keep in mind such functionality if mistakenly written could ruin your keyboard functionality.
If you have clone backed up your system, someone in the developer forum might be able to guide you how to do this.
Apple menu -> System Preferences/Settings -> Keyboard. Use FN keys checkbox toggle.
