Pictures keep coming back on iPhone

I have an iPhone XR. Before that I had the 6s. I use my 6s to store old pictures so my phone doesn’t fill up but I guess every time i connect to mh computer, the pictures come back. iCloud is turned off on my phone and I logged into my iCloud and all the pictures I deleted are there so

why does this keep happening?

Probably you have synced these Photos from your Mac/PC through iTunes. Un-sync then they are gone.

Un-Sync photos to your device

Connect your device to your Mac.
You can connect your device using a USB or USB-C cable or using a Wi-Fi connection. To turn on Wi-Fi syncing, see Sync content between your Mac and iPhone or iPad over Wi-Fi.
In the Finder on your Mac, select the device in the Finder sidebar.
Select Photos in the button bar.
Note: When iCloud Photos is turned on, no photo syncing options appear when you select Photos in the button bar.
Select “Sync Photos to your device from” tickbox, then choose Photos, Pictures or a folder from the pop-up menu.
Uncheck Sync photos
Click on Apply / Un-Sync
