AirPods Max won't connect after reset

my AirPods Max wouldn't connect to my phone so I kept putting it in its case and taking it out to see it if would worked and I didn't I charged them fully still nothing so I restarted them nothing worked so I factory reset it and I still won't connects. the lights blink and everything like they work but they won't pair with anything
