Duplicate contact lists

I keep getting duplicate contact lists propagated on contacts. I have to go in every week or so and repeatedly delete all the duplicates. I've even completely deleted the contacts lists only to have them reappear and proliferate. Many of the contacts themselves will propagate but at least there is the "look for duplicates" selection under Card that handles that glitch easily (although it's very irritating that contacts propagate continuously).

Is there any way to prevent contact lists (and contacts) from propagating in Contacts?

As an aside, I'm required to "tag" my question to a specific device and topic but this problem occurs on all my Apple devices.
