I currently have data in my iphone but there also an old backup from my previous iphone in PC. Is there any way to merge and keep both of my new data along with previous backed up data from PC?

No. No whole-device merge is implemented. Closest available option is to merge specific types of data into the same Apple ID and same iCloud, such as Contacts data. But if your old iPhone was using the same Apple ID as your current, and iCloud was in use, then that data has likely already been merged here.
