My MacBookAir is 2 years old and I always get the same message from Time Machine - No backups for 710 days - The most recent backup did not complete because your computer was running on battery. The computer is plugged in and the battery 99% charged. I think this means I am not backing up to iCloud. I have not tried external storage.
What do I do?

Yes, 2 years is 730 days
iCloud was and is designed to be a conduit to have files on iCloud.
It was and is Not Intended to a Backup or a place to store files in order to make space on the Internal Drive
You can Sync changes to files and the changes will be reflected to any other device you Own provided that are all using the Same Apple ID
Suggest reading from the Below link on what and how iCould works

It is further suggested reading about how Time Machines is intended to be used with External Drives
