Connection Error icloud encountered an error while trying to connect to the server on my pc

While trying to access my icloud photos I keep getting the "Connection Error icloud encountered an error while trying to connect to the server" message on my pc/laptop. I've tried rebooting, rebooting in safe mode, opening in both Chrome and Edge, clearing my cache and cookies, and checking my internet connection (which is fine). Can you please tell me how to fix this?
