The two biggest reasons cards can't be added to Apple Wallet are:
If for example you live in the US, but your card is issued for example in France, it cannot be added to Apple Wallet in the US. Conversely, if you live in France and your card was issued in the US, it cannot be added to Apple Wallet in France.
KiltedTim is 100% correct. And in your case, you're not going to be able to add your cards to Apple Wallet, so there is nothing you can do if you have cards from the Philippines, but you live in the Middle East.
Changing the store you use won't help you. The phone knows where you are. So get yourself a credit card issued in the country you live.
Just to clarify,
To add cards to Wallet, the phone needs to be set to a country where Apple Pay is supported in Settings ➡️ General ➡️ Language & Region ➡️ Region, and you need a card from a country where Apple Pay is supported that is also supported by its issuer for Apple Pay.
The Philippines does not yet support Apple Pay. So no cards from there can be added to the Wallet App.
You could probably add a card from some countries in the Middle East where Apple Pay is supported
Your physical location and your Apple ID’s region have nothing to do with Apple Pay.

If your Apple ID is set to the US, the region of the phone must also be US and the card must be issued in the us and have a US billing address.
