Notifications are kept silent for 1 contact only

.With 1 of my contacts, the Apple messages app (iMsg) mentions that the notifications are kept silent. Via the Focus settings, among other things, I don't see anywhere that this has been set for that contact. Are there any other settings or things I can check that could be causing this. Or could this also be due to some setting of the contact's iPhone?

Check Individual Contact Settings:

Open the Messages app on your iPhone.
Find a conversation with one of your family members.
Tap the contact name at the top of the conversation to open the contact details.
Check if "Hide Alerts" or "Emergency Bypass" is enabled for that contact. If so, toggle it off.

Check Mute Conversation:

In the Messages app, swipe left on the conversation with your family member.
If "Hide Alerts" or "Mute" is enabled, tap on it to unmute the conversation.

Thank you for the quick response. On both sides it says hide notifications off. and what seems strange to me is, I also have an iPad (an older model and still with ios 12) and I don't have this there.
