In-app purchase is denied even though the vendor acknowledges you didn't get the item, what can you do?

Vendor customer service agreed I did not receive the item and told me to request a refund from apple using the apple store refund procedure.


This morning Apple store refund denied the refund request a 2nd time.

iPhone 5, iOS 10

Try to get a phone call or chat and if necessary ask for the issue to be escalated.
