authorized User error message

I have been using an external startup disk with an M2-equipped Mac Mini for six months without problems.

I went to update the Mac OS Ventura (a security update) and got a message that the update could not be completed because the external disk had no authorized user. Even so, the external startup disk starts up and operates but will not accept updates.

I do have two users on that disk with Admin privileges.

The disk is now locked in the Security app and cannot be unlocked. It still asks for an authorized user.

Is there a fix for this without having the reinitialize the disk?
