I have had multiple wifi and bluetooth issues on my iphone. I had to send my phone back and received a replacement device. On my new device I created a new Apple ID. How do you remove airtags from a previous Apple Id when you do not have access to that device? The airtags in question also do not show up as devices on my account when signed into my old apple id.

Removing devices is possible but not removing "items". All my various Apple devices from watch to AirPods show up in iCloud's Find My but none of my AirTags. The Find My app on MacOS does show the items/AirTags but there is no option for removing like from the iPhone (at least not on MacOS 12 Monterey)

Hmm. The only way I know that you can remove this AirTag from your previous Apple ID, would be from an iPhone or Mac. However, you would need to logged into with that previous ID, and then, use Find My to remove the AirTag.
it's rarely a good idea to make a new appleID it means starting from scratch in all things apple from data to purchases to everything

You can log into your old AppleID account via https://icloud.com in any web browserhttps://icloud.com
From there you can remove the devices attached to your account. Then log out, and re-log in with your new AppleID
