how to recover notes that you accidentally deleted from both icloud and phone storage

while clearing my storage, i accidentally deleted my notes from both my phone storage and icloud

my backup was also turned off

Look in the recently deleted folder in the notes app. If they are no longer there, then you can't recover them. They're gone.
