Cloud Music Library can’t be updated

Recently I couldn't pay for my subscription on Apple Music, and I wasn't listening music in iTunes for about a month. Then I resubscribed again and soon realized that all of my tracks and playlists suddenly disappeared…

After that, I started trying to realize how to recover my iTunes library, and then I found backup of Music Library (URL is Users/UserName/Music/Music). Finally, I've got the way how to insert backup music library in iTunes (holding “option” hotkey when launching iTunes, then in popup you choose option “Choose Library”).

On that moment it works fine on my laptop, all tracks are coming back for some time… But whilst there are tracks on my laptop, there are still no tracks and playlists on my iPhone (seems synchronizing with Cloud Music Library doesn't work properly)

So, I've tried then to update cloud library manually (in the iTunes app top context menu File - Library - Update Cloud Library) and then all of my tracks disappears again with such an error:

Cloud Music Library can’t be updated because Apple Music doesn’t recognize your music library

“To fix this, open Settings > General and turn off “Sync Library”, then turn it back on”

What should I do to recover my cloud library, could anybody help me out please?

PS: I've tried to deauthorize and authorize again my laptop (in the top context menu Account - Authorizations - Deathorize) and also did the same to my iPhone, updated iOS and macOS, but it doesn't help…
